  APP is a state-mandated evaluation process designed to determine whether

 hletic experience\, or serve as an alternative when a modified program is 
 unavailable. The purpose of the APP is to identify student-athletes who ha
 ve demonstrated the readiness to compete at the junior varsity or varsity 
 level while maintaining the safety and integrity of interscholastic athlet
