Neighboring school districts in St. Charles County, including the City of St. Charles, Francis Howell, Orchard Farm, and Wentzville, have implemented comparable bag guidelines.</p><p><strong>Can I bring a bleacher seat?</strong></p><p>Yes. Guests may enter with a bleacher seat or cushion.</p><p><strong>Can I bring a blanket?</strong></p><p>Yes. Guests may enter with a blanket.</p><p><strong>What happens if I bring a bag that is not approved?</strong></p><p>Guests carrying an unapproved bag will be asked to return the bag(s) to their vehicle before entering. Guests may enter the facility with their items after transferring them to an approved bag.</p><p><strong>I am unsure if my bag meets the requirements. What should I do?</strong></p><p>We recommend measuring your bag prior to arrival to ensure it meets the requirements. Together they have created a fund that supports selected FZSD graduates who want to teach in high-needs areas through forgivable loans toward their tuition. Examples of high-needs areas include world languages, secondary science or math, special education, Speech-Language Pathologist or industrial technology.</p><p>The foundation has even expanded to create a Grow Your Own Paraprofessional award, open to employees currently working in the district as Paraprofessionals. The award helps selected recipients finish their education and certification process.</p><p>Recently a wall of honor was unveiled at our Professional Development Center, recognizing all of our Grow Your Own Teachers. Currently, 19 of the program’s graduates serve in our classrooms. One serves as an instructional coach and one serves as an assistant principal. Seven more are finishing college. Students interested in the program should talk to their counselors when school starts and watch for the application to open this fall. </p><p>Above: Some of our veteran teachers who went through the program. The new plan folds the five priorities from the 2023-2026 plan into three focus areas, with an emphasis on the foundational practices that were refined over the past three years. Those foundational practices are: Community Connections, Physical Safety and Strong Financial Stewardship. In reviewing Fort Zumwalt’s progress on its goal areas for the past three years, the steering committee determined the work could better align with the Leader In Me language used in our schools each day. The Board approved the revised CSIP, which will guide the district’s work through the 2028-2029 school year, under <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https://simbli.eboardsolutions.com/Meetings/Attachment.aspx?S=36031522&amp;AID=593198&amp;MID=19583\" relative-link=\"\">the focus areas of Academics, Culture and Leadership</a>. Bookmark <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"http://go.FZSD.us/CSIP\" relative-link=\"\">go.FZSD.us/CSIP</a>, where the district will share its plan, as well as quarterly updates on progress toward its goals. The plan will now be submitted to the Department of Elementary and Secondary Education for state approval.</p><p>In June, the Board heard from RSP and Associates, who provided an overview of a <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https://simbli.eboardsolutions.com/Meetings/Attachment.aspx?S=36031522&amp;AID=586656&amp;MID=19308\" relative-link=\"\">demographic study</a>. The data helps Fort Zumwalt project enrollment over the next five years. In July, Cordogan Clark, Architects, Engineers and Construction, presented a <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https://simbli.eboardsolutions.com/Meetings/Attachment.aspx?S=36031522&amp;AID=592292&amp;MID=19583\" relative-link=\"\">Physical Needs Assessment (PNA)</a> that detailed the cost of needed repairs at each building in relation to the cost of replacing the structure. The assessment put total needs over the next 10 years at $182 million. Paired with the demographic study, the needs assessment provides information to help district leadership and the Board of Education prioritize capital improvements for a 10-year capital improvements plan.</p><p>The Board voted to place <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https://simbli.eboardsolutions.com/Meetings/Attachment.aspx?S=36031522&amp;AID=591186&amp;MID=19583\" relative-link=\"\">Proposition 1, a $90-million, no-tax-levy-increase bond issue</a> on the November 3 ballot. It is unusual timing for Fort Zumwalt. However, a new law just signed by Gov. Kehoe, changes elections for school districts in St. Charles County. Under the new law, county school districts may only take issues to voters in the November election of even-numbered years. If the district did not act now, the next opportunity to put an issue on the ballot would be November, 2028. Previously, St. Charles County School districts operated under the same election law as other school districts in Missouri, with the ability to put an issue on the April, August or November ballot in any year. Passage of Proposition 1 will require 57% approval and would be permission from voters for Fort Zumwalt to borrow up to $90 million through the sale of general obligation bonds. This money can only be used for capital improvements. Passage will not increase the debt service levy, which is the tax rate dedicated to repayment of such loans. Projections are that it will not increase the length of the district’s indebtedness. More information on FZ Prop 1 will be on our website soon.</p><p>Work continues on summer maintenance and construction projects. The Board approved bids to construct a storm shelter at Westhoff Elementary. Construction will begin shortly and is expected to be completed next summer. The addition will contain four additional classrooms, a conference room and a collaboration space. During a weather event it will provide safe space for the entire school population.</p><p>In his monthly budget update, Chief Financial Officer Brian Whittle shared changes to the district’s practice of leasing items such as computers or buses, rather than purchasing them outright. Over the past year, the district has paid off computer leases early and purchased seven buses, saving tens of thousands in interest payments. The savings have been designated for the capital improvement fund, strengthening a safety net should there be an unexpected expenditure to maintain one of our schools. Those moments have made me even more excited to be part of this community.” </p><p>Findley’s focus on the power of connections starts with her own family.  “I enjoy spending my time outside of school with family and friends. I love reading a good book, going to concerts with my mom, and playing cards,” Findley says. “I also love attending my son Cooper’s events, including marching band competitions and baseball games.  These moments are what keep me grounded and reinforce the importance of relationships, something I bring into my work each day.” </p><p>Ostmann’s strong sense of community and the foundation already in place to support both students and staff drew Findley to the community. “It was clear to me that Ostmann is a place where people care deeply about students and each other,” she says. “There are clear systems that guide instruction, collaboration, and student support, ensuring consistency and success across the school. I’m excited to see how teams work together and how the school builds a positive, connected culture for learning. Students and families might have already met Dr. Wright, who has been working on the transition with retiring Activities Coordinator Ted Hickey. Campus is busy all summer with camps and other opportunities for students from elementary through high school and Dr. Wright is ready to be a part of the Northside tradition.</p><p>Wright joined Fort Zumwalt eight years ago as an assistant principal at East High School. During his time there, he was instrumental in refining the systems that allowed the school to be recognized by the state as a Purple Heart School in 2024.  He brings this same dedication to military connected families to North High, which carries the same Zumwalt tradition of celebrating those who serve. </p><p>“My primary goal is to build positive relationships,” he said. “I am ready to  immerse myself in North High history, and expand our outreach efforts for Veterans and Military Connected Families across our school community,” Wright said. “I would also like to connect with our feeder elementary schools and the middle school to learn about the origins of our future Panthers.”</p><p>He grew up in Jackson, Mo., and earned a Bachelor of Science in Education from Southeast Missouri State University. He taught high school science and coached softball for eight years with the City of St. Charles School District before joining East High. Wright has a Masters in Educational Technology from SEMO as well as a Masters in Educational Administration from the University of Missouri-St. Louis. He earned his Doctorate of Education-Educational Leadership from Maryville University. Wright is a Registered Athletic Administrator (RAA) and a member of the National Interscholastic Athletic Administrators Association. His goal has always been to lead extracurricular activities at a high school.</p><p>“High school activities serve as a tie that binds the present to the past while simultaneously providing something to look forward to in the future. They also establish checkpoints throughout the year and provide several anchors for community members to hold onto as we progress from one event to the next,” Wright said. “I'm most looking forward to joining the community at North High and experiencing long established hometown traditions, similar to where I grew up. It's something I took for granted and didn't realize how special, unique, and truly rare such places are. Twice each year Superintendent Dr. Henry St. Pierre welcomes residents ages 55-and-older to lunch and a learning opportunity. It helps the district connect and it helps residents keep up with what’s happening in Fort Zumwalt School District. They then learned more about the district’s budget, specifically the three primary sources of operating revenue: federal, state and local dollars. Operating revenue is used to pay for the day-to-day operations of the district (salaries, benefits, utilities, supplies, etc.)</p><ul><li><p>Local funds, such as revenue from real estate taxes and personal property taxes, are paid by local residents and businesses to local agencies.</p></li><li><p>Real and personal property taxes account for 48.5 percent of FZSD operating revenue.</p></li><li><p>State funds must be allocated fully when the state budget is written, then distributed fully during the budget year. Funds might not be distributed as allocated if the state needs to balance its budget as the law requires.</p></li><li><p>Federal funds are designated for specific expenditures or sometimes as one-time distributions. They often are distributed as reimbursements.
